Background
The DFAT-funded Knowledge Partnership Platform (KONEKSI) is the Australia’s flagship program in the Indonesia knowledge and innovation sector. KONEKSI’s goal is to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia’s inclusive and sustainable development. The purpose of the programme is to increase the use of knowledge- based solutions for inclusive and sustainable policies and technologies. This purpose positions
KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. It will support both the knowledge to policy cycle (K2P) and the knowledge to innovation cycle (K2I), in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):
- Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and
- Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships.
Summary of the Position
KONEKSI requires a Monitoring, Evaluation and Learning (MEL) Officer to help drive monitoring, analysis, reflection and adaptation across the program team. Working within a dynamic and fast-paced environment, the MEL Officer will analyse progress of grant-funded research projects and other Technical Assistance, undertake field monitoring, and facilitate learning discussions and events within the team. The position will play a key role in implementing the KONEKSI MEL Plan, making use of the Management Information System (MIS) to collect, analyse, and report performance data for learning and improvement. This includes facilitating regular sessions to track and reflect on activities, progress against the annual work plan, and to identify follow up actions.
Key Responsibilities
- Under the direction of Head of Planning, Performance and Learning (PPL), and in close collaboration with other members of the team, the MEL Officer will be responsible for the following activities.
- Assisting grantees to use KONEKSI planning and monitoring tools including Partnership Plan, Quarterly Progress Update (QPU) and Partnership Health Check (PHC).
- Monitoring timely submission and completion of milestones and deliverables by KONEKSI research grantees and relevant third-party providers.
- Preparing periodic analysis of data on progress and performance for presentation internally and for use in reporting.
- Planning and undertaking effective monitoring visits to triangulate and verify progress and achievements through the following:
- Identifying priority issues and reflecting these in clear objectives for monitoring visits, drawing on analysis and consultation within KONEKSI and research grantees and documenting these in clear Terms of Reference and budgets.
- Facilitating insightful and purposeful interaction and discussion with researchers, policymakers, communities and other relevant actors in field settings.
- Capturing findings and recommendations in Back-To-Office Records on the MIS and sharing these with relevant KONEKSI team members.
- Performance monitoring and reporting against the KONEKSI Annual Work Plan, including facilitating monthly reflections with each KONEKSI unit to document progress and challenges.
- With other members of the KONEKSI team, developing Quarterly Progress Reports for Bappenas.
- Facilitating a range of internal learning and adaptation events, including quarterly analysis workshops, and After-Action Reflection sessions
Deliverables
The MEL Officer will be expected to prepare the following deliverables, working closely with other members of the KONEKSI team:
- Quarterly analysis of grantee reporting for internal audiences
- Terms of Reference and budgets for field visits
- KONEKSI Quarterly Progress Report to Bappenas
- Internal workshops and events
- Other ad hoc deliverables as determined by the Head of Planning, Performance and Learning
Job Requirements
Education:
- A tertiary qualification in Social Science, Public Policy, Development Studies, Economics or other relevant discipline from a recognised academic institution.
- Minimum of 4 years of working as MEL officer may be considered in lieu of tertiary qualification.
Skills and Experience:
- At least 4 years’ experience as a MEL Officer or in a similar role involving analysis, fieldwork and participatory facilitation.
- Experience meeting Government of Indonesia (GoI) reporting requirements.
- Commitment to incorporating Gender Equality, Disability and Social Inclusion principles.
- Demonstrated capacity to organise and facilitate engaging participatory workshops.
- Demonstrated report writing skills in Indonesian and English.
- Familiarity working with data management systems including online Management Information Systems and dashboards.
- Demonstrated skills in data analysis and visualisation using MS Excel, Power BI and PowerPoint.
- Ability to work well under pressure and meet deadlines
- Ability to work independently and as part of a team.
- Strong time management and organisational skills.
- Good communication skills.
- Prior experience in the academic research sector or international development is an asset
Language Proficiency:
- Proficient in both English and Bahasa Indonesia
